２警察官は、車両等の通行が著しく停滞したことにより道路（高速自動車国道及び自動車専用道路を除く。第四項において同じ。）における交通が著しく混雑するおそれがある場合において、当該道路における交通の円滑を図るためやむを得ないと認めるときは、その現場における混雑を緩和するため必要な限度において、その現場に進行してくる車両等の通行を禁止し、若しくは制限し、その現場にある車両等の運転者に対し、当該車両等を後退させることを命じ、又は第八条第一項、第三章第一節、第三節若しくは第六節に規定する通行方法と異なる通行方法によるべきことを命ずることができる。
