Definition
At a fumikiri (railway crossing) you must stop just before it and confirm it is safe before crossing. The one exception: where a traffic signal at the crossing shows you may go, you may proceed without stopping by following that signal.
On the test
True/false example: "At a crossing with a traffic signal, you must always stop just before it even when the signal is green." — False. If the signal permits you to proceed, you may cross without stopping (Article 33).
The law behind it
The Road Traffic Act, Article 33, requires a stop and a safety check before a railway crossing, except when a traffic signal at the crossing allows you to proceed.
