大型二輪免許を受けた者で、大型二輪免許又は普通二輪免許のいずれかを受けていた期間（当該免許の効力が停止されていた期間を除く。）が通算して二年に達しないものは、第二項の規定にかかわらず、政令で定める大型自動二輪車又は普通自動二輪車を運転することはできない。
