When passing on the right of a specified small motorized bicycle (electric kick scooter) or a light vehicle (such as a bicycle) travelling in the same direction — other than when overtaking it — you must, if there is not enough space between you, proceed at a speed that is safe for that gap.

Explanation
This is Article 18(3). The rule covers "specified small motorized bicycles, etc.", which includes light vehicles such as bicycles. It does not apply to riders on a sidewalk or a cycle path, and it does not apply when you are overtaking. Article 18(4) also requires the specified small motorized bicycle or light vehicle itself to keep as far to the left edge of the road as possible.
