Definition

A safety zone (anzen chitai) is an island-like area on the road, or an area marked by sign and road markings, set up to protect people getting on or off a streetcar or pedestrians crossing. You must not drive into it, and stopping or parking is banned within 10 m of it.

The law behind it

The Road Traffic Act, Article 2, defines the safety zone. Article 44 bans stopping and parking within 10 m of the side of a safety zone.
