Definition
Teisha (stopping) is any stopping of a vehicle that does not count as parking (chusha) — for example a brief halt to let a passenger on or off, or a short stop you are ready to move away from at once. The distinction matters because some places ban parking but allow stopping, and some ban both.
On the test
True/false example: "Stopping (teisha) means any stopping of a vehicle other than parking." — True. Watch for questions that say a place bans parking 'but stopping is allowed' when in fact both are banned (e.g. inside a tunnel).
The law behind it
The Road Traffic Act, Article 2, defines stopping as a vehicle's halting that is not parking. Whether a place bans stopping, parking, or both is set by Articles 44 and 45.
