（停車中の路面電車がある場合の停止又は徐行）第三十一条車両は、乗客の乗降のため停車中の路面電車に追いついたときは、当該路面電車の乗客が乗降を終わり、又は当該路面電車から降りた者で当該車両の前方において当該路面電車の左側を横断し、若しくは横断しようとしているものがいなくなるまで、当該路面電車の後方で停止しなければならない。
