A vehicle about to overtake must pay close attention not only to oncoming and following traffic, but also to the traffic ahead of the vehicle being overtaken.

Explanation

Article 28(4) requires the overtaking driver to watch oncoming traffic, traffic from behind, AND the traffic in front of the vehicle being passed, and to proceed at the safest possible speed and manner given road conditions.
